Based on what I got from Google, R' Ephraim is the head of the Manchester Beit Din.
The picture is of a protest by "Sikrikim" (as described on a "ladaat" message thread) against a Get that the Beit Din upheld, despite claims that it was invalid. Thus the accusation of "producing mamzerim".

ReplyDeleteThe photo is in Borough Park, Brooklyn, NY, 13th avenue and 51st street I believe. You can confirm it perhaps via google earth or something like that.
