There will be large neighborhoods of Haredim, there will be a migration of the middle class to the center of the country. If we do not use the criteria of potential earning power, if we don't grant benefits to those working, the inequality will only grow to tremendous proportions. We will wake up in a few years in a country divided by ghettos - a secular ghetto in Tel Aviv and a haredi ghetto in Jerusalem. We cannot give incentives for unemployment.
