The current law makes it illegal to force an employee to work on Shabbos when he does not want to. It does not deal with businesses at all - i.e. there is nothing illegal about forcing a business to remain open on Shabbos, the way Sarona Market recently tried to force a vendor to stay open on Shabbos due to contractual obligations despite the vendor preferring to close.
According to Guetta's proposal, it would be illegal to do so, and even a clause on a commercial contract would not be able to force the business to stay open.
