the above scene is at the wedding of the daughter of Chief Rabbi Yitzchak Yosef, with the honored guests Minister Ayelet Shaked and the Chief Justice of the Supreme Court Miriam Naor.
Note the lack of a mechitza, at leeast at the head table, and the women who at least come in to the mens sides to pay their respects and offer their blessings... at the wedding made by the Chief Rabbi!

1. These are Sephardim.
2. He's a Chief Rabbi and thus, ahem, "Zionist." Sort of.
3. They are both very powerful politically.
This doesn't appear to be the wedding itself, but some table setup for 'politicans', etc. At the kabbalat panim or something.
