Tibi is referring to a decision of the court that calls of Allah Akbar on Har Habayit are incendiary and not considered prayer, because of how this call is used as part of terror attacks. Har Habayit is a unique place that the slightest provocation, even if just perceived, can lead to a dangerous situation. . I think it refers to such calls outside of a formal prayer service, but I am not sure.
