I am not sure which it is, but this seems to possibly show the actual weakness and ineffectiveness of the Haredi MKs on things connected to the general public and Shabbos, as they continue to threaten about this but the work goes on anyway.
Or, perhaps, it shows how little the Haredi MKs actually care about the issue themselves, and perhaps their vocal protests are lip service anyway - if they wanted to put a stop to it they could, the same way they succeeded in turning back everything from Lapid's days and getting almost everything they have wanted in this government. Maybe they care about Shabbos, they surely do, but are not willing to put that issue above the other issues that they consider a higher priority - money for yeshivas and kollels and the like.
I don't know what it is, but I continue to be surprised by the frequency of the threats and the fact that the work continues to proceed, especially when they are such a central piece of the coalition.
