the smoking spray can

The police went undercover and I guess had one of those really cool stakeouts and caught a 26 year old fellow from one of the southern neighborhoods of Jerusalem for defacing billboards and signs around the city by spray painting over the images of women.

After picking up his trail, the police found him in possession of cans of spray paint and arrested him.

That is some pretty damning evidence. Presumably nobody else in Jerusalem has cans of spray paint. Serious smoking gun. :-)

I want to know how he got up so high, unnoticed, to deface all those large highway billboards.
