Until now, you finish shopping at the mall and go to your car but you can't get in the car or pull the car out because a car parked in front of you or so close to your car that you cant open the doors, or similar. When this happens you would have to call the police who would try to locate the owner of the car and persuade the owner to move the car, freeing up yours for egress.
According to Malkieli's proposal, police would be allowed to enter private parking lots, such as those in shopping malls, hospitals, apartment or office buildings, and the like, and ticket cars parked improperly. The Finance Committee of the Knesset will work out with the police the rate of fines for such situations.
The proposal just passed its final readings in the Knesset by a vote of 45-0.

finally. they should include ticketing cars that are parked in two spots or at bad angles, and especially cars that are parked in the driving lanes (usually because the driver was too lazy to park in an empty spot 20 meters away).

It doesn't make sense to do any of this without the property-owner's permission. I like the idea, but they shouldn't have the right to police things like this. The owner should just have a warning that cars will be towed at owners expense and act on the threat.
