Interesting Psak: traffic violators shouldn't be witnesses

In light of some very serious traffic accidents recently in which entire families were horrifically wiped out, Rav Yisrael Samet, rav of the "garin torani" of Lod, has proposed that people who violate traffic laws should not be allowed to serve as witnesses at weddings.

Rav Samet says that as leaders we cannot sit quietly by while entire families are erased on our streets. Do we always follow the rules of traffic? Do we do whatever we can to prevent accidents? Rav Samet says the community should say that anyone declared as a traffic violator cannot be a witness at a wedding. This would be a deterrent, he thinks, and would cause people to think it over.

Rav Samet also said that he would support other halachic initiatives against traffic violators.

Rav Samet is submitting his proposal to the council of Tzohar rabbis for consideration.

It seems a bit far-fetched to me to think that someone about to speed because he is in a rush to get somewhere or will cross a bold line because he is impatient is going to pause and think but if I get caught I won't ever be able to be a witness at a wedding and then hold back. This might be a punishment, whether justified or not, but I do not see how it will ever help lessening road accidents and traffic violations.
