The Prime Minister promised 2 ministerial appointments to the United Right party, and they received 5 mandates, so that will be the key for everyone else - 1 ministerial position per every 2.5 MKs.

    which means:

    1) more ministers without portfolio
    2) more splitting up existing ministries into smaller parts

    Is this the same MK David Bitan (Likud) that said Bibi should appoint Shaked (0 mandates) to the next Government?

      yes. personally I see nothing wrong with personal or professional appointments, though I think it is unlikely to happen. Nobody will agree to it being given to her when it messes up the "key" and they get less.
