I am not quite sure that is the role of the State but perhaps in some sense the role of the state is to give people opportunities. What people do with those opportunities is up to them.

    Well, if the State, through its policies, is what got them into this mess, then maybe it should be the one to get them out.

    Although of course the best way to do that would be for the State to do nothing- or, that is, stop doing what it's doing.
