This does not make him prime minister, but will mean President Rivlin will likely task him first with forming a government coalition. Forming a minority government is not a given, but he might be able to do it. In the meantime it gives him the ability to replace Yuli Edelstein as Speaker of the Knesset, with Meir Cohen, as he has said he wants to do. There is also a chance that he might form a unity government headed by him.
I don't know why he wants this job right now, or at all. Prime Minister of the Jews seems like more of a headache than it is worth, especially now with this emergency going on, but good luck to him and Godspeed. And good luck to us all. Obviously we all wish the best for Israel, and if he succeeds in forming a government of sorts we wish he does good things for Israel.

I think Lieberman realized that even his followers are tired his 'kingmaking' and he would get decimated in a 4th election.
