interesting. weird. if you call the phone number at the end of the clip, please post here in the comments and let us know what their solutions is. My assumption is to give them tzedaka, as when trying to repay someone unknown the halacha says to give money to public needs, tzorchei tzibbur.

There's a website at the end too. They say that they are "zocheh" on behalf of the true owner of the funds, so the one who owes is considered to have paid the debt. They say they'll keep records until Eliyahu HaNavi comes so that they'll be able to then return the cash to the proper owner. They don't say what they'll do with the cash in the meantime - they can't give it to Tzedaka, as then they wouldn't be able to return it to the owner. Perhaps they plan on running some type of Gemach with it?
