Currently the law allows abandoned cars to sit around in a parking spot for up to 60 days before the authorities can tow it away.
MK Eitan Ginsburg (Kachol Lavan) has proposed a law that would allow the authorities to tow abandoned cars after just 30 days of sitting in a parking spot without being moved. The law would also allow authorities to tow cars that are sitting parked without mandatory insurance (bituach chova) or with an expired registration - these could be towed 10 days after slapping a warning sticker on the car. Additionally, they can even tow such cars that are parked not on the street but in a shared parking lot of an apartment building.
The proposal explains that in cities around Israel there is a severe shortage of available parking, while many abandoned cars use up valuable parking real estate. Drivers waste a lot of time driving around looking to park.
MK Ginsburg adds that many times these are cars owned by car dealers or people who collect and hold to be scavenged for spare parts and it is more worthwhile for them to leave the cars on the streets (for free) rather than use up valuable space in their lots. Beside for that, parking spots should not be taken up[ by abandoned cars.
