Arbel has proposed that the "koma ksheira", the system of the kosher phones that existed until now continue to exist and it be put back in place but the ability to port kosher numbers between kosher companies, between koma ksheiras, be added.
In the law proposal Arbel explains the purpose of the law being to allow each person to choose on his own of his own free will what communication services to use and this will allow him to protect himself as he sees fit.

As an aside, this is exactly what I proposed as the compromise solution - establish competingg kosher authorities and companies and allow the porting between them without allowing the porting from kosher to non-kosher and without dismantling the entire kosher authority, just establishing competition within the existing system.
What I find interesting is that they are all talking about freedom to choose but that really was not taken away. Every single person has the freedom to choose what type of cellphone service he or she wants. If someone wants kosher service, they can sign up for kosher service. What was taken away was the ability for some people (aka askanim) to force other people to choose something specific. In the name of freedom they are demanding the ability to go back and take away other people's freedom to choose. nobody is stopping anybody from getting a kosher phone - the reform just gives mroe people the ability to choose what they want.

Why shouldn't people be allowed to move their kosher line to a "non-kosher" provider? Are they children?
