I guess it was not clear from the beginning so one cannot really say the plan is changing, but just yesterday PM Netanyahu issued a clarification in an interview saying Palestinians will be able to return, upon committing to not be involved in terror.

    Thing is, both Jordan and especially Egypt do get billions a year to maintain their corrupt governments and army so for them to say no to the US leads to an awkward situation. Removal of US funding means they get overthrown - bad for them - but might wind up in governments sponsored by Iran and Russia - bad for the US.
    And one would think that the so-called Palestinians would be able to return but would be expected to wait in line like immigrants until housing and infrastructure is built up.
