Restraining Order served against Jerusalem Central Bus Station: the worst air pollution in the history of Israel has been measured

I am not quite sure what this means - until the matter is resolved will the bus companies not be allowed to use it as a bus station? do certain people need to stay away? That's what it sounds like from the little bit of info published, but I do not see them enforcing this very quickly.. where will all those buses go instead?
