Proposed Law: Publicizing identity of victims

MK Mossi Raz (Meretz) has proposed a law to prohibit the publication of the identification of victims, such as injured or killed soldiers , or victims of a terror attack prior to an official announcement by an authorized government agency. 

According to the proposal, someone who jumps the gun and publicizes the identity of such a victim will be subject to a fine of 50,000nis. If it can be proven that there was intent to cause harm, the fine will double.

Too frequently in such times of tragedy the family finds out about a son/daughter/parent/sibling being injured or killed in an attack from social media posts and that can be shocking and traumatizing.

If this passes, will the only person charged and fined be the original person to post and spread the information or will every person along the way who forwarded it also get fined? How will they determine who publicized the information and who just shared it?
