There's some truth to what he's saying. Israel is always forced to be "proportional" in its responses to aggression. Iran fired a lot of missiles, didn't do a lot of damage. This means that if Israel flatters Kharge Island's oil facilities, for example, it'll automatically become the aggressor and Iran the true victim.
