1. Pedestrians will not be allowed to look at mobile communication devices, whether typing on them or even just looking at the screen, while crossing the street. This includes mobile phones, tablets, mobile game consoles. You will also not be allowed to talk on the phone wile crossing the street. 

While obviously you have to cross at a crosswalk or else can get written up for jaywalking, the new rule will apply whether crossing the street (or train tracks) at the crosswalk or not at a crosswalk. Meaning, just because you are crossing at a crosswalk and should theoretically be safe does not mean you don't need to pay attention to the road while crossing. You have to pay attention.

I don't know if there will be an allowance for "hands free" talking on the phone, such as if you are using ear buds and the like - will that be considered the same distraction and punishable or will that be allowed? if you are listening to music (or whatever) via a headset, will that be punishable - how will they know if you were talking to someone or just listening?

2. Drivers will need to slow down as they approach a crosswalk.

Currently drivers need to slow down when seeing a pedestrian at the crosswalk that might want to cross. If the area of the crosswalk is pedestrian-free, there is, currently, no need to slow down. This will be a big change. 

What is considered slowing down? 5 kmph slower than previously driving? 20kmph slower? If this is not defined, I am not sure how the police will enforce this as the driver can say he slowed down a minor amount and that should qualify.

3. A child younger than the age of 10 will not be allowed to sit in the front seat (obviously the passenger side) of the car. This will only apply if other seats in the car are available. If the other seats in the car are all occupied. 

4. When an ambulance comes up behind your car, you generally pull over to the right side, by the shoulder of the road, to allow the ambulance to pass. Under the new rules drivers will be allowed to pull up onto the median, where relevant, to allow ambulances to pass.
