The rest of the Minyan is singing along, so they either expect his singing, tolerate his singing, or would be singing if they were Sheli'ah Tzibbur too.
A certain siddur I use boldfaces certain parts of Shemoneh Esrei to indicate a place for the Tzibbur to say aloud with the Sheli'ah Tzibbur. It pretty much corresponds to the same places where this Sheli'ah Tzibbur starts singing.
