I think it still requires a cabinet level signing off? (Jameel? Are you reading?)
Ah, so more of the reward to the Bayit Yehudi for staying in the coalition. Civil admin approval might actually be the final approval that is needed for building, the usual approval that is holding up a lot of building in Judea and Samaria. Now the race to build ASAP before some building freeze is instituted.
