PA: We'll 'make life miserable' for Trump if he moves embassy

Nobody really believes he is going to do this, as a number of presidents have made similar pre-election promises and then walked back from them after the elections. Even before taking office Trump has already taken a step back from this promise. Regardless, I am not quite sure how the PA can make life miserable for a United States president who is already more favorable to Israel. Voting against the US in the United Nations, as he specifies in the article? I am not sure that is exactly making life miserable for a US president. And threatening Trump? With a guy like Trump that could just push him over the edge and make sure he fulfills his original promise.
