Because the sugar lobby in the US makes sure prices are kept high via tariffs, and the corn lobby gets lots of subsidies. (The fact that the Iowa caucuses are first in the presidential election plays a big part here.) So it's much cheaper to use corn syrup, which has a very negative effect on public health.
In other countries, like Israel, sugar is always used, and Coke tastes different. Some Americans stock up in Mexico, and some stock up on Pesach.
The trouble is that Nachum is right and most people don't care because most are not aware of how dangerous 'corn syrup' which they use, is, but it's very cheap.

true but if people like it more it might mean increased sales, even if they raise the price a small amount to cover the increased cost
