He denies all the statements of חז"ל and sages through the generation who talked about people who learned and did other things. By implication, he is saying that one who does other things (like being a MK) can't learn. Otherwise they'd be learning and doing other things. As such כל הפוסל במומו פוסל and he has admitted that he is an עם הארץ. For he is doing other things, and by his own admission can't learn.
