Proposed Law: Dog Tax
According to a report in Maariv, MKs Moshe Gafni and Uri Maklev (UTJ) have proposed a law that would impose an environmental tax on dog owners. Anyone owning a dog would have to pay 3500nis per year. For each additional dog the owner would have too pay 7000nis per year.
The law would direct this tax money to being squirreled away into a fund that would be used to deal with street animals.
From what I have heard this proposal is in response to the Disposables Tax. That tax seemingly, or at least was seen to, hurt the Haredi community more than any other, so this tax would hurt the secular and almost not hurt the Haredi community at all. Additionally, it is making a responsive claim regarding the environment that raising dogs also hurts the environment. I have no idea if this is true or not and would like to understand how this is an environmental issue. I also wonder why only dogs and not cats or goldfish or parrots and parakeets, or even tigers if you are like Joe Exotic - or would they all be included in this under the "broad term" of "dog"?
It seems service dogs and guard dogs would be exempted from this tax.
Obviously this law proposal is unlikely to pass in the current government. I just wonder if they will re-propose the law when they eventually return to government or if this is purely a proposal meant to troll the current members of government.
I wonder how they will justify proposing a law to raise a tax (proposing a new tax actually) after spending the past year screaming about taxes being raised and the increasing cost of living...

private bus on the way
MK Uri Maklev (UTJ) has announced that with the increase in prices, due to cancellation of public transportation discounts in certain areas including some Haredi areas, he is going to work on establishing a private bus system for the Haredi community.
I am not sure what this entails. This has been done before and was shut down due to licensing issues. I hear that there are still some private bus lines out there.
If they run a series of private bus line between Haredi cities, will they also be "mehadrin" in the sense of sending the women to the back of the bus? Will they be regulated? Can this be done cheaper than public bus lines that are partly subsidized by the government? Will they take rav kavs and qr codes or will it all be done by paying the driver, which has ben deemed dangerous and banned from public buses? I remember back in the good old days, with the private mehadrin buses you either had to pay someone in advance and sign up for a ride or someone would get on the bus at some point and take payment from passengers, rather than paying the driver. Maybe they would do this again.
If he can do it legally and make it work for cheaper, more power to him!
And if he can make it work, maybe it will indicate that it is time to end State-controlled public transportation. Maybe it will be time to privatize the entire thing, or at least as much as possible.

Maklev won't let women serve but demands others do
the Knesset today selected a new person to be head of the Knesset Secretary- the Secretary General of the Knesset.
From the Knesset page on this role:
The Secretary General of the Knesset oversees and manages the parliamentary functions of the Knesset. In this capacity, the Secretary General prepares and organizes the sittings of the Knesset Plenum, advises the Speaker of the Knesset on matters related to procedure and custom, and oversees the implementation of the Plenum’s decisions. The Secretary General, or Deputy Secretary General, are present during the Knesset Plenum’s sittings.
The Knesset Secretary General is in charge of the Knesset Secretariat, which coordinates the agenda for the meetings of the Knesset Plenum with the Members of Knesset, parliamentary groups, committees, the Government Secretariat and the Government ministries. The activity of the Knesset Secretariat is a reflection of the parliamentary activity in the Knesset Plenum and the committees, as it maneuvers the various parliamentary items (motions of no-confidence, motions for the agenda, motions for a quick debate, Questions Hour in the Plenum, bills and parliamentary questions) between the Knesset Plenum, the Knesset committees and the various Government ministries, in accordance with the decisions of the Plenum. In general, the Knesset Secretariat monitors and supervises the parliamentary procedures.
Four candidates had thrown their hats into the ring for this position, including Haredi woman Rivka Ravitz (famously mother of 12, as this gets mentioned every time she does) who formerly served as Chief of Staff for President Reuven Rivlin.
The Knesset today voted and selected Dan Merzouk (sp?) for the role of Secretary General of the Knesset.
Interestingly, MK Uri Maklev (UTJ) criticized the vote saying that the only reason Ravitz was not selected, despite being eminently qualified, is because she is Haredi. People who talk about women's rights are silent when it is a Haredi woman involved.
1. more than 1 person can be qualified for a position. I would assume all four candidates were qualified. Only one person can win an election - it does not mean the other 3 were discriminated against. If Maklev is going to claim discrimination, he is going to have give more information than just the fact that one is Haredi.
2. Maklev himself, along with the rest of his party, would never allow Rivka Ravitz to be elected and serve for them, so it is ironic that he is criticizing others for the same thing (even if true) that he himself would do and does. Maybe it is ok because the position is called "secretary" and in his mind that is appropriate for women :-)

Let them Eat Cake, updated for gluten-free 2021
I dread having to go to Modiin Ilit Thankfully it is only a rare occasion that I need to go there.
the worst part of going to Modiin Ilit is getting in and out of the city. The roads are narrow, with a lot of traffic. At night near the entrance it is pitch black (and everyone there wears black coats and hats and pants so the pedestrians are hard to see). There is only one way in and one way, the same way, out, and it is a single lane in each direction. And the city has grown tremendously - it is no longer a small town of Kiryat Sefer with a small number of private cars - Modiin Ilit is a nice sized city (population of about 75,000 residents), with lots of cars and buses. Getting in and out of the city is a nightmare.
MK Uri Maklev (UTJ) today complained to Minister of Transportation Merav Michaeli about this. He implored her to accelerate the construction of roads and interchanges into the city, a project that was started a while back but hasnt gone very far and naturally takes some times even in the best of circumstances. Maklev described how bad the traffic is coming in and out at the busy times of the day, with it taking even up to half an hour to be able to leave the city.
Minister Michaeli's response was that people should take public transportation instead of private cars and cut down on the traffic. Michaeli says that the ministry's priority is to encourage the use of public transportation over private vehicles. She says that the number of private vehicle si use in Israel has grown in recent years in an unprecedented fashion and this is because, she says, the road networks were developed tremendously but without improving the system of public transportation, so people bought cars as it became more and more convenient with the better roads and less convenient to use public transportation. The solution for Modiin Ilit, she says, is to increase the use of public transportation over private vehicles.
This is somewhat of a disconnect. People have cars and need to get places where buses dont go or need to get there in a more timely fashion than that which a bus can be relied upon. She should definitely improve the public transportation system, but plenty of people will continue using cars because public transportation cannot solve all the problems. Is Merav Michaeli encouraging the residents of Ramat Aviv to use buses more than cars? What about Herzliya or Modiin? People have cars and they are going to use them. She can make public transportation better so that in the future people will be less inclined to buy cars, but right now the public transportation is not good enough and people have cars.
Regardless of the use of public transportation vs private vehicles, Modiin Ilit needs another way in and out. Modiin Ilit is not a little gated community (though it is essentially a big one), nor is it a small moshav or yishuv. it is a city with a lot of people and even if they were to increase the number of buses, they would still need more than one entrance to the city. The need for another entrance is really separate form the use of cars and buses. Such a significantly sized city cant be locked down like that with just one way out.
Mary Antoinette said "let them eat cake". Merav Michaeli is saying "let them use buses". this is the modern day, gluten-free, version of Let them eat cake!
how about just solve the problem

Proposed Law: Daylight Savings Time, again
yes, Daylight Savings Time is back in the news again with attempts to adjust it. it was so nice when it was set in law for the long term and it did not become a fight year after year as to when the clocks should be adjusted. It seems those days are over.
Minister of Interior Ayelet Shaked has announced that she is going to push through an amendment to the law that sets the dates for DST. Shaked wants "Winter Time" to end 3 weeks earlier, at the beginning of March, instead of at the end of March.
According to Shaked, the kids will still go to school in the light, and people will still have time to daven before work even with the new timing of DST, and we will have the added benefit of being more in line with the clocks of the USA where DST is adjusted at the beginning of March.

I am not sure why we need to be in line with the USA clocks, though I do admit that as an expat from the USA it can get difficult to know or remember what time it is in the US during those gap periods where we have already switched over and they have not yet, or vice versa and this will ease that.
MK Uri Maklev (UTJ) is opposed to this change. According to Maklev the calendars for the year are already printed and you cannot just change the clocks in the middle of the year. Doing so will cause people to be mechalel shabbos, as they will continue to follow the times printed in the calendars, even though they would be wrong if this goes through..

Maklev is not wrong, though I am not sure the guy printing a calendar is the one to be deciding policy. It would make sense to pass such a law to go into effect in the coming year instead of immediately.

Proposed Law: Compensation for Flights Canceled due to Corona
MK Uri Maklev (UTJ) is proposing a law that would freeze a law proposal recently proposed by MK Ahmed Tibi (UAL).
MK Tibi recently proposed a law that would grant compensation to travelers who were unable to travel during the period of Corona and thereby lost the value of their plane tickets.
MK Maklev is now proposing to freeze that compensation for a period of 9 months to allow the affected businesses a recovery period. If they would have to pay all that compensation now, while still struggling due to Corona, it would be too much of a financial burden for them to bear.
Tibi says he is going to fight hard for his law proposal in the Knesset committee.

Being that Tibi is in the Opposition and Maklev is in the Coalition, it seems likely that no matter how hard Tibi fights for his law right now, Maklev's is the more likely to go into effect.
