Actually, this is a group of rabbonim, including Motke Bloi in the foreground, checking out the stadium in Petah Tikva in preparation for the upcoming siyum haShas. Bloi resignedly "approved" use of the stadium, even though the owners are mechalel shabbos and the stadium normally operates on Shabbos, because the gedolim decided it should be there.
