this was strange to me when I watched it. Hadassah is celebrating a centennial, and these women are celebrating their bat mitzvah's, at the Kotel, for the first time...

good that the police had the brains not to arrest haddasah women (for wearing a talit). but they weren't at the actual kotel, so it appears.
