The F-35 is a massive boondoggle in the US. Any country with sense who ordered it has cut or threatened to cancel their orders. Incredibly overpriced (even by the usual standards of overrun in military contracts), so far not able to do what was promised. In the US it was declared ready for service a while ago; but it is not, in fact, ready for service and no one can say when it will be. More glitches than fleas on a stray dog. In the US, they've already stalled the mothballing of planes it was promised to replace (like the A-10), or extended upgrades of others.
I would bet that because of all of that Israel gets it at a nice discount, and then upgrades it and finishes it and improves it without waiting for the US to do it
I'll bet they were compelled to pay full price, as a deduction from the military assistance budget they receive from the USA every year. So, in a sense it probably was "free", but on the other hand it was at the expense of other weapons.
