Aryeh Deri has had Former Minister Ariel Attias cover for him a lot recently, especially in dealing with the "right wing bloc" issues. Attias has represented Shas in many of the administrative affairs of the bloc when Deri was unavailable - from the initial establishment of the bloc and throughout even to today dealing with the bloc meetings about the Gantz-Netanyahu negotiations.

Ariel Attias is not an official Shas representative. Attias, talented as he is, has not returned to Shas in any official capacity since he left a few years ago. Ariel Attias is not a Shas MK and is not [at this point] a potential Minister in a future government that might be formed.

I think this points to how little Aryeh Deri trusts, or can rely on, the MKs in Shas that are under him on the party list. Instead of appointing another Shas MK to do what he is unavailable to do regarding party affairs, he has gone outside the Shas Knesset list to find and use someone else.
