His statement is a bit strange in light of his recent attempt to cancel the subsidies to gans in Bet Shemesh (and some other areas). The decision was really not his, but he was going to be implementing a decision that had been taken before him and had already gone through the courts. He agreed to reverse the decision and further delay the implementation after many complaints.
