This is Mayor of Bet Shemesh Moshe Abutbol of the Shas party leading a protest against the Minister of Interior, Eli Yishai also of Shas (along with the FInance Minister and Education Minister), on behalf of municipal workers, in a nationwide strike at major intersections today.
