It sounds like you cannot smoke pot at the rally in tel Aviv, but you can smoke elsewhere. Otherwise, why would the Supreme Court need to issue a special ruling if it is already illegal everywhere???
Actually, though, Friday is International Marijuana Day and there will be a rally in Tel Aviv to mark the day. The organizers requested special permission for an exception at the rally. The court decided that while they could hold the rally, nothing illegal can take place.
