I don't know of any plan to annex the settlements. Netanyahu's position is that Israel prefers to take steps in direct coordination with the Palestinians, as a result of direct negotiations... If the Palestinians move forward with their plans to unilaterally declare a state within the 1967 borders, Israel will no longer have anything to negotiate with regarding territorial issues, and as a result the negotiations will be naturally frozen..
