This is not the first time in history that authorities barred Jews from ascending Har HaBayit and paying homage at the Temple... As a matter of fact, of all days the police could possibly have shut Har HaBayit to Jews, Tisha b'Av is the most symbolic and appropriate. Anyways they already don't let us pray there...
