Jerusalem - the capital of Israel but not in Israel

They're just delaying the inevitable. They want to hold on to their policy, which they have maintained since 1947, that denies the recognition of Jerusalem as the capital of Israel, and they have to engage in this kind of gymnastics, which is silly.
Ultimately the State Department will adjust to the new reality. I am willing to be patient while they realize that they will have to use "Jerusalem, Israel" in all contexts and bring themselves into the 21st century, not a moment too soon.
It doesn't matter whether it was the Obama adminstration or the Trump adminstration, watching the spokespersons go through this is embarassing and ridiculous.
US took a huge step by moving the embassy. Don't be greedy and expect everything at once.

No different then when they used to try to trip up Hillary Clinton and the rest of her staff when she was Secretary of State.
