America doesn't want Russia to get upset and start a bigger war so they've restrained Ukraine until now just like Israel by saying "Ukraine has a right to defend itself!" but then opposing any efforts by Ukraine to do more than just be on the defensive. So Zelesnky saw that with Biden effectively out and Kamala not effectively in, there's really no one leading the US right now and he ran with it. And it worked! He's completely changed the tempo of that war.
