Actually, the choking was not so bad. They pretended it was worse than it was, so that she could be taken to the hospital which, it was believed, was safer than the airport. (At any moment the terrorists could have just killed them all.) At least they figured it was a better place for an elderly lady.
They had no way of knowing how wrong they were.
The medical staff tried to save her and were killed as well.

2. What is most offensive, however, is the less than subtle implication that somehow Mrs. Bloch was almost deserving of her fate because of her choice of food.
