if you really think nothing is changing in the Haredi community, and they refuse to integrate.. it has already been made a big deal that Hamodia wrote people should stand silent for the siren... and here is some video from the Yom Hazikaron ceremony in Bnei Braq. The ceremony had rabbonim present, remembering the fallen of Bnei Braq, and included speeches, Kel Maleh, and Hatikvah, and of course standing for the siren (and the crowd behind the rabbonim were seated with mixed seating)..
