Here is a law Israel should consider in some form or another.
New Zealand just passed a law banning the sale of tobacco to anyone younger than 14 years old. Anyone born on or after January 1 2009 cannot purchase cigarettes. Selling to anyone born after January 1 2009 is punishable by a fine of nearly $100,000. Additionally, fewer retailers will be granted licenses to sell tobacco, with the number decreasing to 600 throughout the country by the end of the coming year.
New Zealand is trying to make the country smoke-free by 2025, and this is an effort to prevent the younger generation from taking up smoking and getting addicted now. The point of all this is to improve the health of their nation as people will need less healthcare as they wont suffer form all the diseases caused by, or exacerbated by, smoking.
I dont know how things work in New Zealand, but in western countries like the USA and Israel this would create a thriving black market. Still, even with a thriving black market this will probably help so many people stop smoking, or at least not start.
