Are there people in the Haredi world who wouldn't agree that such a solution is best for everyone - those learning as well as the rest of society?
Such a plan should be proposed - worked on with representatives from the Haredi world. Sure, some will be upset (after all, there's a lot of money involved), but it's certainly the best approach.
