This is [former?] Chief Rabbi of Jerusalem Rav Aryeh Stern (with Deputy Mayor of Jerusalem Fleur Hassan-Nahoum) paying a condolence call to the family of Iyad Halak, a 32-year-old resident of East Jerusalem with special needs, who was shot and killed by Israeli forces in what was seemingly and hopefully a tragic mistake.
